The ninth phase of the Intergovernmental Hydrological Programme (IHP-IX) covering 2022-2029 is UNESCO's strategic framework for addressing complex water challenges through scientific knowledge and innovation. IHP-IX identifies key water priority areas to support Member States in achieving the 2030 Agenda and Sustainable Development Goals, particularly SDG6. It provides a methodological approach towards transdisciplinarity aimed at generating effective water solutions for resilient societies and sustainable development.

IHP IX: Priority Areas

The Operational Implementation Plan of the Intergovernmental Hydrological Programme is based on the Strategic Plan of IHP-IX. This Strategy establishes five interrelated and intertwined priority areas and 34 Outputs, designed to address water challenges through a holistic, coherent, and multi-disciplinary approach. These priority areas promote science-based policies and create frameworks for water governance at all levels.

Priority Area 1: Scientific Research and Innovation
Advancing scientific knowledge and developing innovative approaches to understand water cycles, improve water management and address water-related challenges through interdisciplinary research.
Priority Area 2: Water Education in the Fourth Industrial Revolution including Sustainability
Developing educational approaches that integrate traditional knowledge with emerging technologies to prepare the next generation of water professionals and informed citizens.
Priority Area 3: Bridging the Data-Knowledge Gap
Enhancing data accessibility, interoperability, and knowledge sharing to improve water resource management through open science principles and collaborative information systems.
Priority Area 4: Integrated Water Resources Management under Conditions of Global Change
Developing holistic approaches to manage water resources considering climate change impacts, growing demands, and environmental pressures through nature-based solutions and adaptive strategies.
Priority Area 5: Water Governance based on Science for Mitigation, Adaptation, and Resilience
Strengthening water governance frameworks through scientific knowledge to build resilient societies, enhance adaptation capacities, and promote participatory decision-making processes at all levels.
